TRIPOLI - The Libyan national congress on Sunday again cast no confidence vote on the cabinet line-up proposed by Prime Minister Mustafa Abushagur, dismissing the newly elected prime minister.

Earlier, Abushagur announced the names of his "crisis" cabinet in Tripoli this evening for the second time. He explained that he streamlined the cabinet line-up by combining some ministries with "similar functions" and only naming ten ministers, however, the line-up was rejected by the national congress again.

Abushagur had announced the line-up of the new cabinet and submitted it to the national congress for approval on Wednesday. The list includes 27 cabinet members, with the prime minister having three deputies. The national congress turned it down and asked him to make a new list before October 7.

On Thursday, some groups besieged the government institutions in Libya in protest at Wednesday's cabinet list.

One opposition member told Xinhua that the list does not reflect "people's will."
